Tokyo police crack down on Kabukicho concafes

The Tokyo Metropolitan Police Department has conducted its first coordinated series of inspections on men’s concept cafes in Tokyo’s Kabukicho district. The inspections revealed illegal practices at 60% of establishments.

Between July 22 and July 23, police carried out simultaneous inspections at 20 men’s concept cafes in Shinjuku’s Kabukicho, central Tokyo, checking for valid business licenses.

Also known as concafes, concept cafes provide an experience based on a specific theme through costumes and decor. The staff are generally either all men or women. In the same way that a girls’ bar is a lite version of a hostess bar, a concafe for women (confusingly called a “men’s concept cafe”) is like a host club without the prices or nighttime reputation.

Violations were found at 12 of the venues, reports TBS News Dig. Officers issued verbal warnings and guidance over such violations as failing to maintain an employee roster or neglecting to post signs prohibiting the entry of minors. No arrests were made.

Tokyo police are stepping up enforcement measures due to reported issues surrounding these cafes, including romance-driven sales tactics whereby male staff cultivate romantic feelings among young female customers, and cases where young women engage in prostitution to fund their spending on a favorite male staffer.

In addition, police officers conducted simultaneous inspections of 38 hotels in Kabukicho to check guest registers. They also urged hotel operators to report any suspected instances of child or adult prostitution.

This was a show of force conducted largely for the media cameras to display police concerns for Kabukicho.

Police in Japan have set their sights on concafes, following a crackdown on host bars and clubs that, due to their arrears system, are seen as exploitative of vulnerable woman, and facilitators of female prostitution to pay off the debts.

In 2025, Osaka began cracking down on cafes over violations.

Concafes are also seen as conduits for low-budget porn and coerced prostitution, such as in Okubo Park on the edge of Kabukicho, where streetwalkers are so numerous that it has become a tourist attraction.
